That's correct, Brian. We don't plan to enforce the 0 years of pro service rule until after the draft, when the Rookie League starts play. The rosters still need to be at 35, however.
I have, not counting international players promoted after turning 20, about 8 players leftover from last season. They're there as a "swing" team for my A-level team, as I evaluate players and decide if they're worth keeping or not. Since the draft and Rookie League season won't happen until 6/1, that gives me 4 sims to evaluate the players who are in single A to decide whether to keep or not them, as well as the leftovers still in the Rookie League.
And, get your minor league rosters to 35!
